20 000 tourists were to be accommodated in the "Kraft durch Freude" seaside resort of Prora on the island of Rügen according to the plans of the National Socialists. With the outbreak of the Second World War, however, the construction work was stopped. In the summer of 2003, the "Youth Event Prora 03" took place on the derelict site as the start of a campaign against the movement of young people away from Mecklenburg-Vorpommern and the former GDR. Under the slogan "Who if not us, where if not here" 15 000 young people came to Prora for 3 days. The film shows in long shots without commentary the area during the preparations for the festival.
